PROBLEM TO BE SOLVED: To reduce a possibility of decryption of encryption communication and enhance security on communication.SOLUTION: A key management device (AP server 3) detects a piece of key information suitable for use from plural pieces of key information which terminal devices 1 and 2 can store and use, and designates the piece of key information as key information used when the terminal device communicates with a communication destination. In addition, the key management device determines that key information other than key information already used by the terminal device is appropriate information. Furthermore, the key management device identifies a new piece of key information supplied to the terminal device on the basis of the number of pieces of key information the terminal device can use.SELECTED DRAWING: Figure 1
