Permanent magnets 2 are installed on the outer peripheral edge of a rotatable operating rotor 1 so that the upper and lower surfaces of the permanent magnets 2 are exposed to the outside, permanent magnets 4 are installed on the outer peripheral edge of a rotatable drive rotor 3 so that the upper and lower surfaces of the permanent magnets 4 are exposed to the outside, and the outer peripheral edges of the operating rotor 1 and the drive rotor 4 are vertically stacked on each other at non-contact and supported pivotally. The permanent magnets 2 and 4 installed adjacent to each other along the outer peripheral edge of the operating rotor 1 or the drive rotor 3 have different polarities. One permanent magnet 2 of the operating rotor 1 is positioned between the two permanent magnets 4 of the drive rotor 3 adjacent to each other and having different polarities. When the drive rotor 3 is driven and rotated, one of the two permanent magnets with different polarities sucks one permanent magnet of the operating rotor 1, and the other presses the permanent magnet 2 by the repulsion thereof to accelerate and amplify the rotation of the operating rotor 1.
