The distances between line sections 24, 25, 27, and 28 and grounding electrodes 30, 31, and 32 faced to the sections 24, 25, 27, and 28 are respectively adjusted to H1, H2, H3, and H4. The thicknesses of dielectric sheets 22a, 22b, 22d, 22e, 22f, 22h, and 22i are set, so that at least one of the distances H1-H4 is different from the other distances. For example, the distances H3 and H4, between the line sections 27 and 28 and grounding electrodes 31 and 32, are changed with respect to the distances H1 and H2 between the electromagnetically coupled line sections 24 and 25 and grounding electrode sections 30 and 31, so that the distances H3 and H4 satisfy the relational formula H1=H2>H3=H4 or H1=H2<H3=H4.
