A reinforcement 6 is spread over the surface or/and rear surface of a bulk material 5, and the bulk material and the reinforcement are heated to a temperature at which the bulk material is formed into semimolten state. Then, pressurization is applied under low pressure to impress the reinforcement into the bulk material, followed by solidification by air cooling. As the reinforcement, ceramic grains, metal balls, metal fibers, etc., are used.
