PURPOSE: A pair of lap plates nipping the spool is positively rotated at the same speed as the peripheral one of the winding drum to form several uniform laps with no grain fluctuation.

CONSTITUTION: The sliding roller 20 is brought into contact slidably with one side of the lap plate 2 and the gear 18 and is rotated through spline shaft 8 and gears 9 and 18. The lap plate 2 is positively driven at the same speed as the peripheral one of the winding drum and a plurality of slivers or laps are wound around the empty spool 6. As the winding volume increases, the arm 11 swings in the arrow direction A and the contact point X1 of the sliding roller 20 to the lap plate 2 is always in the position corresponding to the periphery X2 of the winding drum 1, further, the lap plate 2 and the spool 6 rotate at the same speed as the peripheral one of the winding drum 1 to cause no uncorrect draft in the fleece between the spool 6 and the winding drum 1.
