The laser oscillating element 1 contains a coloring matter 3 emitting fluorescence by light exciting and a liquid crystal which contains a polymeric cholesteric liquid crystal 4 and includes a polymeric liquid crystal film 2 of which the difference Δn between a refractive index ne of a major axis direction and a refractive index no of a minor axis direction is 0.15 to 0.45. A light emitting band of the fluorescence emitted from the coloring matter 3 and a selective reflection wavelength band of the polymeric cholesteric liquid crystal film 2 are partially overlapped each other, and a spiral axis of the liquid crystal in the polymeric cholesteric liquid crystal film 2 is parallel with the thickness direction of the polymeric cholesteric liquid crystal film 2, and the spiral orientation of the liquid crystal in the polymeric cholesteric film 2 is fixed.
