This device has a box 11 housing a set of elements 12, 14, 16, 17 respectively pivotally installed to parallel shafts 13, 15, 18 turnably around the parallel shafts 13, 15, 18. The assembly includes at least one hook 12, and a lock lever 14 connected to a hook 12 by a concerning elastically deformable return means 20. The hook 12 acts on the lock lever 14 to release the lock through a first actuator means 100 in a normal operation mode, or a second actuator means 200 in an emergency operation mode not allowing release of the lock of the hook 12 by the first actuator means.
