An inductor forming region (s) is produced between an insulation board 2 and a resonance capacitor C0 and conductor holes 15a-15c connecting to a ground conductor layer 3 are made to the board 2. An inductor L whose one-terminal connects to an upper electrode 4a of the resonance capacitor C0 and whose other terminal connects to the earth conductor layer 3 via the conductor holes 15 is formed to the inductor forming region (s) later. An inductance is obtained based on a prescribed formula so as to cause a prescribed resonance frequency f0 after the measurement of the capacitance of the resonance capacitor C0, and the inductor L having the inductance is formed to the inductor forming region (s) to easily obtain an optimum resonance frequency.
