This system attaches a predetermined IC tag onto a collected left bicycle and writes collection date and time and predetermined collection information such as a collection place into the IC tag if the IC tag is not attached to the bicycle. The system has a collection time tag processing means for writing the collection information into the IC tag and reads out predetermined owner information specifying the owner of the left bicycle from the attached IC tag if the IC tag has been already attached. The system also has a writing means for writing the owner information specifying the owner into the IC tag attached to the collected left bicycle when the bicycle is returned to the owner and when the predetermined owner information is not written in the IC tag.
