To reduce cost to be needed for development of a circuit library.SOLUTION: An information processing device 101 acquires design data D about a measurement object circuit TC. The information processing device 101 specifies a place that operates in a measurement object circuit TC on the basis of an operation simulation using the acquired design data D. The information processing device 101 replaces a cell of another place different from the specified place that operates in the acquired design data D with a cell for replacement specified in accordance with a measurement item of the an operation characteristic with reference to a storage part 110. The storage part 110 stores a plurality of cells for replacement prepared in advance. The information processing device 101 creates a net list NL for operation characteristic measurement about the measurement object circuit TC on the basis of replaced design data D.SELECTED DRAWING: Figure 1
