To provide a lifesaving cutter with a reduced total weight, without marring the wear resistance of cutting edges, a frame and a cylinder.
Cutting edges 39a, 39b are formed with a titanium alloy base metal 49 and a steel brazed to the base metal 49 with silver brazing. A frame 3 is formed of aluminum alloy and surface hardening treatment is given near a bolt hole 23 at the end thereof with plasma powder buildup. The powder contains aluminum and copper element to form intermetallic compound. A cylinder 11 is formed with an aluminum alloy base material layer and a surface treatment layer on the inner periphery of the base material layer. The surface treatment layer is formed by using nickel-phosphorus composite platings with high hardness and good adhesivity.
