A stopper unit which can choose between a condition to prevent the lowering of a solar radiation shielding material and the condition to permit the lowering, and a clutch unit which actuates a lifting movement part and the stopper unit by the operation to one of the operation cord, can choose between the lifting movement of the solar radiation shielding material, the lowering movement, and the lowering prevention movement, and does not perform the raising and self-weight falling movement of the solar insolation shielding material by the operation to the other of the operation cord are provided. The clutch unit has a rotating drum 25 which is rotated based on the operation of the operation cord, a transfer drum 27 which actuates the elevating movement part, and clutch parts 26, 39 which deliver the rotation of the rotating drum 25 to the transfer drum 27.
