To provide a lifting device and a lifting method capable of safely lifting a pedestal.SOLUTION: The lifting device according to the technique includes a pedestal 2 and a support column 4 erected along a columnar object 3 in a lifting device 1 that lifts the pedestal 2 that lifts or lowers the member along a columnar object 3.
