To provide an elevating and lowering apparatus for a vehicle, hardly giving an unpleasant feeling to a person to be seated on a wheelchair when an elevating/lowering frame is elevated/lowered.

A retraction preventing belt 32 to be disposed around the backrest part 31 of the wheelchair P mounted on a mounting body, so as to receive and restrict the retraction is arranged in a state, where the belt 32 is fed from a belt winding part 33 which is arranged in the elevating/lowering frame so as to be placed in a position anterior to the existence scheduled position of the backrest part 31 in the wheelchair P and also in a horizontally outward position from a wheelchair existence scheduled space, and also in a state, where the distal end part of the belt is attached/detached to/from a connection part 34 arranged in a connection frame.
