PURPOSE: To obtain the lifting and piping method of a riser unit having excellent operating efficiency and safety and a lifter thereof.

CONSTITUTION: Blocks 22, 23 are installed to the upper and lower sections of a pipe shaft 19, wires 24 are passed through the blocks 22, 23, and one ends are bound with a riser unit 10 and the other ends are mounted to a lifter 25. A plurality of movable supporters 20 with movable plates 21 are set up at the positions of specified height on the inwall surface of a pipe shaft 19 respectively, and the hung riser units 10 are supported by said movable plates 21. Accordingly, operation is conducted after concrete is placed or after interior is finished, thus decreasing the number of man-hour concerned, then also improving safety.
