Incident rays from wide angles are converged and collected step by step by a rectifying unit into the ray perpendicular to the incident face, and leakage rays are collected by a method converging sequentially by the rectifying unit of the next step. For collection of the solar light, collected rays having the horizontal direction are irradiated to the ground face by photo-angle conversion plates. Since the solar light collection plates are arranged on the outside wall faces of the light collection tower, solar tracking devices become unnecessary, and the solar light and scattered light from all the altitudes and all the directions can be collected.
