PROBLEM TO BE SOLVED: To provide a light-emitting device and a light device, which have high outputs and high reliability.SOLUTION: According to an embodiment, a light-emitting device comprises a ceramic substrate, a light-emitting element, a metal layer, a metal connector and a joining member. The ceramic substrate has a principal surface. The light-emitting element is provided on the principal surface. The metal layer is provided on the principal surface and electrically connected with the light-emitting element. The metal connector includes a connector part and an extension part extending from the connector part. The joining member joins at least a part of the extension part and the metal layer. An angle between a lower side part of a lateral face of the joining member on the connector part side and an undersurface of the joining member, which contacts the metal layer is 90 degrees or less. A part of an end of the extension part on the side opposite to the connector part, which has thickness two thirds and more of thickness of the extension part is covered with the joining member.
