A light-emitting element includes an A1203 substrate having a first main surface on which irregularities is formed by using a self-organization pattern of a block copolymer or a graft copolymer and a light-emitting layer disposed on the first main surface of the A1203 substrate. A method for manufacturing the light-emitting element includes a process for forming the irregularities on the first main surface of the A1203 substrate by using the self-organization pattern of the block copolymer or the graft copolymer and a process for forming the light-emitting layer on the first main surface of the A1203 substrate.
