To provide a light modulator for optical multi-level modulation that has a simple structure, is obtained at low cost, is easily controlled and has a small loss, and a light modulation method using the same.
A light modulator for converting an input electric signal into a multi-level optical signal, comprises: light branching means for branching incident signal light; at least two phase modulating means connected to an output side of the light branching means for modulating a phase of the signal light in accordance with the electric signal; light merging means for merging the branched signal light; and intensity adjusting means connected to all of the at least two phase modulating means or to one of the two phase modulating means for adjusting the signal light, which are guided from the at least two phase modulating means through the light merging means to an output side, have different intensities.
