To provide a light diffusing/deflecting sheet which can enhance the uniformity diffused or deflected state satisfactorily and which is easily produced.
The first light deflecting structure layer 41b for forming a plurality of prism rows 41b' is formed on the first surface of the first translucent sheet base material 41a and a spacer layer 41c is formed on the second surface of the first translucent sheet base material 41a. Projections 41c' each having predetermined height are formed in rows partially on the spacer layer 41c. The second light deflecting structure layer is formed on the first surface of a second translucent sheet base material 42a. A translucent fine particle 42c is held by a translucent resin 42b in the second light deflecting structure layer. Each of projections 41c' is bonded to the translucent resin 42b so that the tip of each of projections is abutted on the first surface of the second translucent sheet base material 42a.
