A light storage material is mixed in a skin material or a skin coating material of the mooring buoy 1 to make the mooring buoy 1 luminous. When the light storage material securing brightness of 3 mcd/m2 12 hours after a 5-minute irradiation at 20,000 lux is used, the buoy 1 is emits light over an extremely long period of time, so that the standard of using the buoy 1 as a safety indication is sufficiently cleared, and safety of marine vessels can be enhanced.
