A rectangular wave is generated immediately after switching on the system power by a first OSC 13, and a gently changing ascending wave is generated immediately after switching on the system power by a second OSC 14. A first switching element 15 and a second switching element 16 are controlled by the first OSC 1 and the second OSC 14 respectively, consequently, a current, based on a gently ascending rectangular wave, flows through the bulb 17 connected between the first switching element 15 and the second switching element 16.
