PROBLEM TO BE SOLVED: To provide a lighting device and a luminaire that can detect the presence or absence of light source connection with high accuracy even when plural kinds of AC power sources having different voltage magnitudes may be connected to the lighting device.SOLUTION: A lighting device includes: a lamp detection circuit having a first converter circuit, a second converter circuit, an output terminal, a voltage dividing circuit unit for dividing a voltage between the terminals of the output terminal, and a voltage supply unit for applying a voltage generated from a first output voltage to the connection point between the voltage dividing circuit unit and the output terminal; and a control device for controlling a first switching element of a first converter circuit and a second switching element of a second converter circuit. The control device performs switching control of the first switching element so as to perform startup voltage raising for raising the first output voltage to a target voltage when the first converter circuit is started up. The control device detects the connection of a light source to the output terminal based on a divided voltage obtained from the voltage dividing circuit unit at the end of the startup voltage raising or after the startup voltage raising is completed.SELECTED DRAWING: Figure 5
