To provide a lighting monitoring controller and a lighting monitoring control system which makes the operation of determining respective lives of lighting devices in a system or relay contacts simple, thus alleviating a burden on the operation processing of the determination of lives.

The lighting monitoring control device 1 receives signals from a control terminal device 4, and monitors lighting states of respective lighting devices 5 in a local network by recognizing the lighting devices 5 whose lighting states have been subjected to transition. With respect to a lighting device 5 whose lighting state has been subjected to transition from lighting to extinction, the lighting monitoring control device 1 calculates integrated lighting hours of the lighting device 5 whose light has been turned off for comparison with a lighting time threshold upon a notice from the control terminal device 4 to the lighting monitoring control device 1. Upon the confirmation of the integrated lighting hours exceeding a lighting time threshold, the lighting monitoring control device 1 determines that the lighting device 5 is at the end of its life span.
