To provide a lighting system capable of illuminating an area wider than the area of an EL layer by use of light which was not effectively used in the past by using an EL element as a light source.

The lighting system comprises an organic EL element 16 provided on a light incident 12a surface of a transparent substrate 12. The transparent substrate 12 is formed so that the area of a light emitting surface 12b opposite to the incident surface 12a is larger than that of the organic EL layer 14 of the EL element 16. A redirecting part is provided in a non-corresponding part 18 that is a part except the part corresponding to at least the EL element 16 of the substrate 12, the direction changing part changing the light which enters from the incident surface 12a and advances to a direction light which enters through said incident surface into said transparent substrate and advances through the substrate 12 in a direction in which the light does not exit from the light emitting surface 12b so as to exit from the light emitting surface 12b. Namely, the non-corresponding part 18 comprises a light scattering part 19, a light reflecting surface 20 and a light scattering part 21 as the redirecting part. The light scattering part 12 is formed by roughing the light emitting surface 12b.
