PURPOSE: To install a lightning rod fixed by engaging and inserting a lower stage expansion lever in a containing lever, engaging and inserting an upper expansion lever having a needle at the forward end in the lower expansion level, and forming then to expand/contract freely through a wire rope.
CONSTITUTION: When a wire rope W is wound around a wire reel 61 of an elevater 60, the rope W between a forward end Wa of the rope W and a guide roller R6 becomes shorter, and an upper expansion lever 40 moves up to be elongated. The rope W between a guide roller R4 installed at a lower expansion lever 30 and a guide roller R3 installed at a containing lever 20 also becomes shorter, and the lower expansion lever 30 is elongated. Elongation of the expansion levers 40, 30 is stopped by stoppers 41, 31. In the meanwhile, when winding the rope W by the elevater 60 is stopped, the expansion levers 30, 40 move down by their own weight to be contained in the containing lever 20. A lead 71 connected between a needle 50 and a grounding rod 80 is released and wound by a constant load spring mechanism of a lead winding machine 70 corresponding to above elongation and contraction.
