To provide accurate thunder information in a thunder observation system for maintaining an electric power system etc.
Thunder cloud cells are extracted by a thunder cloud cell extraction processing part 2 from three-dimensional observation data acquired by a meteorological radar device 1. Displacements between the extracted present thunder cloud cells and past thunder cloud cells from a thunder cloud cell database 3 are determined by a thunder cloud cell identification processing part 4. Locations and intensities in a desired time are predicted by a thunder cloud cell prediction processing part 5 on the basis of the displacements. The state of vicissitudes are determined by a vicissitude state determination processing means 6. Thunder cloud cells in the past, at present, and after a desired time, the state of their vicissitudes, their tracks, etc. are displayed on a display processing part 7.
