A plurality of limiting bolts 13, 14 of governing mechanism for control-operating a fuel injection pump are provided in parallel piercing a fixed wall 7 so as to be adjustable by advancing/retreating. A cylindrical cap 19 for simultaneously covering a plurality of limiting bolts 13, 14 is inserted from the rear end side of the limiting bolts 13, 14. At least one of the limiting bolts 13, 14 is made to pierce an intermediate wall 22 formed in the cylindrical cap 19, and a lock nut 23 is thread-mounted to the limiting bolt from a rear end opening part 24 and tightened to the intermediate wall 22 to fix the cylindrical cap 19 to the fixed wall 7. A hard member 25 is pressed into the rear end opening part 24 to seal.
