In this method, a full winding frame body is changed into an empty winding frame body as the winding frame bodies 10 and 11 are disposed in parallel coaxially. It includes a process of decelerating or stopping the full winding frame body and the empty winding frame body, a process of moving the linear matter from a lockable position immediately after the full winding frame body becomes full to the empty winding frame body in parallel, a process of rotating the empty winding frame body to the lockable position to lock the linear matter, a process of simultaneously rotating the full winding frame body and the empty winding frame body, and a process of cutting the linear matter laterally stretched between the full winding frame body and the empty winding frame body.
