The fiberboard has rigidity as a whole by hardening the surface layer of the fiberboard by the welding of fibers having a low melting point accompanying hot press molding and the surface layer of the fiberboard is formed so as to have density higher than that of the inside layer thereof. The fine holes of the synthetic resin film are formed so as to have an irregular shape and irregular arrangement by the melting of the film resin accompanying hot press molding.
