To provide a highly safe liposome achieving efficient delivery and good targeting.

A W/CO2 emulsion is formed by introducing water or an aqueous medium (W) to a mixture obtained by mixing at least one kind of compounds selected from a cationic lipid and sterols as a liposome membrane-constituting material in combination with a phospholipid, with carbon dioxide (CO2) in a supercritical state or subcritical state in the presence of at least one kind of compounds having a polyethylene glycol group. An emulsion mixture containing at least W/CO2/W emulsion and CO2/W emulsion and substantially free from an organic solvent is formed by introducing water to the resultant system. The liposome in a unfilled state, substantially not involving a material except the water or the aqueous medium and free from the organic solvent is formed by discharging the carbon dioxide therefrom.
