The liquid 7 to be applied is stuck to a tip 4 of a needle member 1 having a water-repellent or hydrophilic side-face and a hydrophilic or water-repellent tip part 2. In application of the liquid, the tip 4 is brought into contact with a substrate 8 to transfer the liquid 7 to the substrate 8. The applicator comprises a vessel 6 holding the liquid 7, the needle member 1 applying the liquid 7 onto the substrate 8, a transfer mechanism 14 transferring the needle member 1, and a sensor mechanism 15 measuring a distance between the needle member 1 and the substrate 8.
