The gate of an NMOS transistor 91 is connected with the output terminal of a first CMOS inverter 81 of which the power source is connected with VDD, via an odd-numbered stage inverter array 83. An NMOS transistor 92 is connected with the output side of a second CMOS inverter 82 of which the earth terminal is connected with VSS, via an even-number stage inverter array 84. The earth terminal of the CMOS inverter 81 is connected with the output terminal of the CMOS inverter 82, the power source terminal of the CMOS inverter 82 is connected with the output terminal of the CMOS inverter 81 and the input terminals of the CMOS inverters 81, 82 are connected in common.
