In an ink jet recording device, a surface of the conveying belt 28 is coated with silicone oil by an oil coating unit 62 and a layer of silicone oil having a higher volume resistance ratio than a water-based liquid is interposed between the water-based liquid such as an ink and water deposited on the conveying belt 28 and the charging roll 36. Further, spacer members 60 are provided at both ends in an axial direction of the charging roll 36, the charging roll 36 and the conveying belt 28 are made to non-contact, and a clearance of the charging roll 36 and the conveying belt 28 is made to the thickness less than the thickness of the paper P. Further, a V groove 61 is formed on a peripheral surface 60A of the spacer member 60.
