A uniform mixing is generated by a first mixing machine 3 which uniformly mixes the powder or the solid to be dissolved with liquid 20 and a plurality of second mixing machines 7. The specific amount of the mixing liquid is filled from a nozzle 10 into the bottle 11, and the cap 15 is mounted on the mouth of the filled bottle 11.
