An impeller 23b is regulated impossible to rotate by agitating a pump housing body at a specified angle and energizing a rod 4 furnished with a contact plate 41 and a guide member 42 as a hydraulic turbine regulation releasing means to the right or to the left by energizing force of a spring 43 in a state where each of ratchets 31a, 31b is not engaged with a click 32a and a click 32b respectively as hydraulic turbine regulating means and water is discharged from each of small discharge ports having hydraulic turbines 2a and 2b, for example, by making the click 32b on the right side bite in teeth of the ratchet 31b and engage with it. In the meantime, the hydraulic turbine 2a is regulated impossible to rotate by reversely agitating the pump housing body by reaction force of a water flow discharged from the small discharge ports by the rotating impeller 23a, disengaging the click 32b on the right side from the ratchet 31b and making the click 32a on the left side engaged with the ratchet 31a.
