A liquid quality changing agent 6 consisting of an adsorbent and ion exchange resin is filled in a storing room 404 of the liquid quality changing device 4, and the water W is changed to desired water quality by being brought it into contact with the liquid quality changing agent 6, and then the water is jetted from the spraying device 3. Since the water quality of the water W is changed at every time of using it, the supply water may be normal city water, etc., and a volume of the container 3 is enough to a use quantity at one time, and the device is miniaturized.
