In the ion conducting electrolyte containing a polymer and lithium salt, the polymer is synthesized by containing an ionic monomer constituted of an organic anion having two of negative charges having no polymerizable functional groups and onium cation having a polymerizable functional group. The secondary battery has the ion conducting electrolyte as a constituent element.
