To provide an electrolyte capable of suppressing the generation of gas and enhancing battery characteristics such as cycle characteristics, and to provide a battery using the electrolyte.

A negative electrode 22 contains a negative active material containing Sn as a constituting element. A separator 23 is impregnated with an electrolyte containing an organic tin compound. The organic tin compound forms a coating on the surface of the negative electrode 22, and catches lithium ions and transfers them to the negative active material. The contact of the oxide coating formed on the surface of the negative electrode 22 with the lithium ions can be suppressed, and the direct contact of the negative electrode 22 with the electrolyte can also be suppressed.
