To distribute a load given to gateway servers.
A load distribution control device includes reception means, acquisition means and transmission means. The reception means receives access frequency information in regard to accesses by a communication device through the gateway server to an external device, from the communication device after disconnecting a session. The acquisition means acquires load information indicative of a load based on communication of each of a plurality of gateway servers connectable from the communication device. When the access frequency of the communication device, indicated by the access frequency information, is a predetermined threshold or larger, the transmission means transmits, to the communication device, connection destination information indicating as a next session connection destination the gateway server determined based on the load information so that the load is distributed to the plurality of gateway servers.
