A drum 5 is rotatably stored in a case 4, and a band 6 is stored in the case 4 with wound about the drum 5 and sequentially pulled out of the case 4. When an operation body 7, which is movable between a pushing position and a pulling position, is operated, a control means 9 controls the pulling of the band 6. When the operation body 7 is placed at the pushing position by the control means 9, a transmission means 21 engages a first engaging claw 12c of a lever 12 with an engaged claw 18a of an engaged member 18 integrated with the drum 5 to disturb rotation of the drum 5 in the pulling direction for pulling the band 6. When the operation body 7 is placed at the pulling position, the transmission means 21 releases the first engaging claw 12c from the engaged claw 18a to allow the rotation of the drum 5 in the pulling direction.
