Pi*=PD and Fi*=FiDS are settled at the time of FiDS≤FiR, when PD≤PiMi, in the case where the "i" bringing FiR≥Fimin exists, Pi*=(maximum value of Pij) and Fi*=(Fij corresponding to Pi*) are settled at the time of FiDS>FiR, when Pij less than PD and corresponding to Fij less than FiR or less exists, and Pi*=0 and Fi*=FiR are settled when not existing; PiMi=PiMi and Fi*=FiMi are settled at the time of FiMi≤FiR, when PD>PiMi, and Pi*=(maximum value of Pij corresponding to Fij of FiR or less), and Fi*=(Fij corresponding to Pi*), are settled at the time of FiMi>FiR. Pi*, the reforming method and Fi* as to the "i" bringing ηi corresponding to Pi* into the maximum are adopted when the plurality of "i"s bringing FiR≥Fimin exist.
