PURPOSE: To make appropriate load planning in response to the characteristics of a cargo group by providing an occupancy rate computing unit for computing an occupancy rate in the distribution of cargos on the basis of the degree of contribution, a sorting unit for aligning the cargos in response to the occupancy rate, and a charge rate computing unit for computing a charge rate at the time of charging the cargos to multiple stowage containers respectively.
CONSTITUTION: Each degree of contribution of multiple characteristic quantity of the cargos is computed by a contribution degree computing unit 3. Next, an occupancy rate in the distribution of the cargos is computed by an occupancy rate computing unit 4 on the basis of the degree of contribution, and the cargos are aligned by a sorting unit 5 in response to the occupancy rates. Next, a charge rate at the time of charging the cargos in multiple stowage containers respectively is computed by a charge rate computing unit 6, and each stowage container is selected by a packing unit 7 to charge the cargos with the predetermined charge rate.
