While the wind-up case 3 is being moved from a position for relieving energy to a regular stop position, a feed lever 80 provided on the wind-up case 3 can be brought into contact with a second arm 15 provided on the second lever 102, and the input link mechanism 200 is used to forcedly move the energy accumulating case 5 from a regular stop position before switching to a regular stop position after switching.
