Herein, a control device 38 controls the load allowed to act on the foundation concrete 14 at each hydraulic jack 20 to which each of hydraulic pumps 32 is connected. Further, the hydraulic jack 20, which is arranged at a place where the subsiding quantity of the foundation concrete 14 is small, increases the load allowed to act on the foundation concrete 14. Accordingly, even when the rigidity of the foundation concrete 14 is low, the subsiding quantity of the foundation concrete 14 is equalized.
