To effectively absorb RFV of a tire using a load wheel to improve ride comfort performance and running performance.
Troughs of RR0 primary component on an outer peripheral face 3g of a rim part in which the tire is mounted coincide substantially on an inner side and an outer side. For this reason, when cutting the outer peripheral face 3g of the rim part, the outer peripheral face 3g of the rim part is cut while the load wheel 1 is rotated centered on a central axis 02 off-set by only distance D for a rotary axial line 01 of the wheel.
