To set a locale of a user without requiring the user to select locale information and without using local information in an HTTP request transmitted from a browser.
When receiving an inputted character string, locale filter means of an embodiment transmits the character string so as to insert processing for setting a locale in memory before execution of an application program. Character code conversion means of the embodiment converts each character included in the transmitted character string into a character code. Locale determination means of the embodiment determines a locale corresponding to a character code range including the converted character code by comparing the character code obtained by converting each character with the character code range defined by character code definition means for each locale. Locale setting means of the embodiment executes processing for setting the determined locale to the memory.
