The lock-out system waist case 1 is formed to enclose the lock-out tools 3 used for a lock-out device, inside a plane rectangular storage device body 5 by folding one end side and the other end side of the storage device body 5 and to overlap the one end side with the other end side of the storage device body 5. The lock-out tools 3 are a key 21 for opening/closing a lock 19 for locking a lock-out multiple lock instrument 17, and a lock type key reel holder 25 wound in a drawable/retractable manner with a filament body 23 with the key 21 fixed to one end. The storage device body 5 comprises a lock type key reel holder storage part 55 storing the lock type key reel holder 25 in a direction to draw the filament body 23 obliquely upward, and a key storage part 57 storing the key 21 in a direction to be inserted obliquely downward.
