A throttle device 45' is arranged in a flow route between individual valves 27, 47, and 47', and the throttle device has a pressure reduction part between the valve outflow side of the first individual valve 27 and the valve inflow sides of the valves 47 and 47' continued to the first individual valve. The throttle device is reduced in an action along with the increase of the degree of the opening of the first individual valve 27, and pressure energization of the individual valves 47 and 47' following the first individual valve is increased on the valve inflow side to the same extend described above. A valve device 19 has two once-through directions and the valve devices are constituted in a manner to be respectively cut off.
