A rotating mold 72 having a tooth portion 73 for bending work on its outer peripheral face, is prepared. The rotating mold 72 is rotated in one direction while revolved in the reverse direction along a periphery A of an initial revolving radius in a state that one tooth portion 73 for bending work, of the rotating mold 72 is disposed in an opening portion of a recessed portion 40, thus an extra bent portion is formed near a tip end portion of the first upright claw by the tooth portion 73 for bending work of the rotating mold 72. Then the revolving radius is changed in a state that the rotating mold 72 is rotated in one direction, and also revolved in the reverse direction along a periphery B of the changed maximum revolving radius, thus the extra bent portion of the first upright claw is bent by a predetermined bending amount to form the first locking claw 30. The second locking claw 35 is also formed through the similar process.
